Throughout the 20th century, it was possible to observe the phenomenon of globalization, with an increase in capital and people flows. It was also in this century that the process of internationalization of human rights emerged, which established international protection parameters. But at the same time, there is an increasing spectrum of violations and perpetrators. It is no longer possible to understand a world in which States interpret treaties, which were ratified by the will of that State, in a free manner in accordance with their internal rules. Nor can one ignore the rise of other international actors beyond the subjects traditionally considered. The existence of several cases of violations perpetrated by different actors and the dilution of state borders over the decades means that the international order now has to address these gaps that classic international law cannot fill in. The international protection of human rights needs constant improvement of mechanisms to guarantee its effectiveness, especially regarding extraterritoriality. New forms of human rights protection should also be studied, using a renewed vision of public international law and private international law. Thus, the special issue EXTRATERRITORIAL MECHANISMS, INTERNATIONAL COOPERATION, AND PROTECTION OF VICTIMS OF HUMAN RIGHTS VIOLATIONS seeks contributions that address extraterritoriality mechanisms for the protection of human rights, including, but not limited to, studies on international jurisdiction, international responsibility, international legal cooperation, international courts, enforcement of foreign judgments, transnational access to justice, redress, among others.
